Mass Meeting
of the Winchester Committee
of the Republican Party of Virginia

As Chairman of the Winchester Committee of the Republican Party, and pursuant to the Plan of Organization and as recommended and directed by the Committee, I, Richard Helm, do hereby issue this call for a Mass Meeting to be held in Council Chambers, Rouss City Hall, 15 N. Cameron St., Winchester, starting at 7:30 PM on Thursday, June 9, 2016. Registration will begin at 7:00 PM and close promptly at 7:30 PM, except for those waiting in line. The purposes of the mass meeting are:

a) to nominate four candidates for the Common Council of Winchester, VA (one from each voting ward) and one candidate for Mayor of Winchester, VA. to be elected in the general election on November 8, 2016.;

b) and the transaction of such other business as may properly come before the mass meeting.

Qualifications for Participation

All legal and qualified voters of Winchester under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party and who, if requested, express in open meeting either orally or in writing as may be required, their intent to support all of its nominees for public office in the ensuing election, may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions or primaries encompassing their respective election districts.

If no more than one candidate from each ward and one candidate for Mayor files for the four available Council seats and the office of Mayor of Winchester, and, by two thirds vote the Executive Committee and standing Search Committee approve said candidates, then all candidates will be deemed nominated and the Mass Meeting may be cancelled.

Pre-Filing Requirements

Candidates for the election as Mayor of Winchester or Member of Common Council at said mass meeting shall file a written statement that includes their Name, Address and office nomination sought by mail, e-mail or in person, to Richard Helm, Committee Chairman 311 Fairmont Avenue, Winchester, VA 22601, or dickhelm@hotmail.com which must be received either in person or by mail not later than 5:00 PM on Friday, June 3, 2016. Postmarks do not apply.

There will be no registration fee to participate in this mass meeting.

COMSTOCK UNCHALLENGED FOR REPUBLICAN NOMINATION

Tenth District Congresswoman Barbara Comstock will not face a primary challenge for the Republican nomination.  The candidate filing deadline was 5pm on March 31, 2016.  No other candidates filed and the June primary is cancelled.

“Barbara Comstock is a excellent member of Congress and represents the Tenth District well,” said Jo Thoburn, Chairman of the Tenth Congressional District Republican Committee.  “Her principled leadership and conservative values reflect the ideals of the voters in the Tenth Congressional District.  I am certain she will win in November.”

The general election will be held November 8, 2016.

Procedures For Hearing Challenges To Credentialed Delegate Status

1. Challenges to delegate status may be submitted in either hard copy or electronic format. The challenge must be signed by the person making the challenge and submitted concurrently, along with all supporting documents, to the following people: (a) Credentials Committee Chairman [gerrygunn.esq@gmail.com]; (b) Delegate whose status is being challenged; and (c) Chairman of the unit which held the nomination process.

2. Challenges must be received by the Credentials Committee Chairman, with copies served to the other parties, not later than 5 p.m. on Friday, April 8th. However, the Committee reserves the right to hear challenges that, due to extraordinary circumstances, could not be filed by the deadline, provided that adequate notice is given to the Delegate whose status is being challenged and also to the chairman of the unit which held the nomination process.

3. The challenge must contain evidence to support all allegations.

4. The Credentials Committee will determine the merit of each challenge, and reserves the right to decline to hear challenges that the Committee deems to be frivolous.

5. The parties filing and defending each challenge will be given the opportunity to speak for three minutes each. A timekeeper will be appointed.

6. The Committee will deliberate and vote in closed session. The decisions will be announced, if at all possible, immediately after the Committee returns to open session.

7. Decisions on credentialing require a majority vote of the committee members present and voting. All such votes will be taken by secret ballot.

Winchester City Republican Committee Mass Meeting Call

Mass Meeting

of the Winchester Committee

As Chairman of the Winchester Committee of the Republican Party, and pursuant to the Plan of Organization and as recommended and directed by the Committee, I, Richard Helm, do hereby issue this call for a Mass Meeting to be held at Piccadilly Public House, 2nd floor, 127 E. Piccadilly St., Winchester, starting at 7:30 PM on Thursday, March 24, 2016.  Registration will begin at 7:00 PM and close promptly at 7:30 PM, except for those waiting in line.  The purposes of the mass meeting are:

a) to elect a Unit Chairman;

b) to elect precinct and at-large members of the Unit Committee as follows: Merrimans (7 members ), Old Town (5 members), Virginia Ave (4 members), War Memorial (4 members), Rolling Hills (5 members), Frederick Douglass (3 members) and at-large members of up to 30% of the committee;

c) to elect up to 31 Delegates and an equal number of Alternates to the 10th District Republican Convention, to be held on Saturday, April 16, 2016 at Stone Bridge HS (43100 Hay Rd, Ashburn VA 20147) beginning at 10:00 AM for the purposes of 1) electing a chairman for the 10th District Republican Committee 2) electing 3 members of the State Central Committee 3) electing 3 delegates and 3 alternates to the Republican National Convention in Cleveland, OH, beginning July 18, 2016 4) nominating one elector to be voted for in the presidential election on November 8, 2016.  Each unit is entitled to one (1) Delegate Vote per 250 Republican votes for Governor and President at their last election, so that Winchester is entitled to 31 Delegate Votes;

d) to elect up to 31 Delegates and an equal number of Alternates to the Republican State Convention to be held Friday and Saturday, April 29-30, 2016 at the James Madison University Convocation Center, 895 University Blvd., Harrisonburg, VA 22807 for the purposes of 1) electing a chairman of the Republican Party of Virginia 2) electing 13 delegates and 13 alternate delegates to the Republican National Convention in Cleveland, OH, beginning July 18, 2016  3) electing a Republican National Committeeman and a Republican National Committeewoman  4) nominating two electors to be voted for in the presidential election on November 8, 2016.

e) and the transaction of such other business as may properly come before the mass meeting.

If no more than one candidate files for Winchester City Republican Committee Chairman, no more than the maximum number of members of the Winchester City Republican Committee allowed file and no more than maximum number of Delegates and Alternative Delegates for the 10th District Congressional Convention and RPV State Convention allowed file, and the Credentials Committee approves said candidates, then all candidates will be deemed elected.

Candidates for the election as chairman, committee member and/or convention delegate (or alternate) at said mass meeting shall file a written statement by mail or in person, to Richard Helm, Committee Chairman 311 Fairmont Avenue, Winchester, VA 22601, which must be received either in person or by mail not later than 5:00 PM on Saturday, March 19, 2016. Postmarks do not apply. A pre-filing form may be obtained from Richard Helm at the above address or can be printed from the websites of the 10th District GOP Committee or the Republican Party of Virginia.

Registration Fee

There will be no registration fee to participate in this mass meeting.

A voluntary non-refundable registration fee of $20 is requested of each delegate and alternate delegate to the 10th District Convention.

A voluntary non-refundable registration fee of $35 is requested of each delegate and alternate delegate to the Republican State Convention.

As Chairman of Manassas City Republican Committee of the Republican Party of Virginia, and pursuant to the Plan of Organization and as recommended and directed by the Committee, I, Sharon E. Ashurst do hereby issue this call for a Party Canvass to be held at City Hall Council Chambers, 9027 Center Street Manassas, Virginia, on March 22, 2016 starting at 7 p.m. for the following purposes:

A. To elect 41 At-Large Delegates and 41 Alternate Delegates to the 10th District

Convention to be held on April 16, 2016 at Stonebridge High School in Ashburn VA

Filing Requirements

Candidates for Delegate or Alternate Delegate shall file a written statement by mail, to Manassas City Republican Committee, Attn: Chairman at 8665 Sudley Rd. #224, Manassas, VA 20110, and must be received not later than 6:59 PM on March 15, 2016. Postmarks will not govern. Only those who pre-file may participate in the Party Canvass and Virginia State Convention. The filing form can be downloaded online at www.manassasgop.com. The filing form can be requested by mail by sending a self-addressed stamped envelope to the Manassas City Republican Committee, Attn: Chairman at 8665 Sudley Rd. #224,  Manassas, VA 20110. There is a voluntary filing fee of twenty dollars ($20) for the 10th District Convention to help defray the costs of the Convention. If fewer candidates file for Delegates than spaces available, all properly filed Delegates will be deemed elected to the District Convention and the Party Canvass will be canceled.
